A more effective approach could be funneling these resources into better police training and maintaining a strong, present law enforcement team.

Seems like another example of Seattle going soft on crime. More mental health professionals? How about more actual police to enforce the law and keep citizens safe. This isn't a therapy session, it's public safety.
