Was banning private #detention centers a step in the right direction for immigration policy in Illinois?

One of Donald Trump's campaign platforms for the 2016 election was that he believes undocumented immigrants are bad for countries because they change the country's culture. During his presidency, he made good on his promise to reduce the number of illegal immigrants in America by redirecting funding into border control and granting additional funds to Immigration and Customs Enforcement (ICE) to curb undocumented immigrants within the USA. 

Immigrants comprise a significant portion of the Illinois population and workforce. As a result, some believe that immigrants play a vital role in the Illinois economy. Immigrants usually take on low-paying jobs, which otherwise would be left unfilled. Undocumented immigrants also help the economy by purchasing goods and contributing to taxes used to fund government projects and services. They are less likely to avail themselves of these services for fear of being exposed and arrested. 

Illinois was the first state to ban private companies, or for-profit prisons, from detaining immigrants. While some applauded this move, others feel that this will only permit the undocumented immigrant population to rise, as the government facilities will not be enough to detain them all. Opponents of this measure feel that the result of this action will cause neighborhoods to be less safe and cost more of the taxpayers' money to support those who do not pay taxes.

The question for debate is, was banning private detention centers a step in the right direction for immigration policy for Illinois?
