Was Chicago’s #CommunityWorkingGroup a positive step towards #PoliceReform, or just a sham to gain the public's favor?

Chicago's Use of Force Community Working Group (UFCWG) published its first 22-page report in October of 2022, two years after the meeting, to assess Chicago #Police Department (CPD) policies on using physical restraint to apprehend suspects. The group requested 155 changes to police procedures, five of which were accepted by the CPD.

The group published an open letter to Mayor Lightfoot stating that "the CPD has demonstrated that this process is a sham, designed only to use us to create the illusion of community engagement," They were "disheartened and enraged to receive CPD's rejections" of their suggestions.

CPD released a statement saying that out of the 150 rejected suggestions, 42 were already part of their current policy, 50 "would have directly contradicted the City's Consent Decree or State law, and therefore, could not be legally adopted, "30 were not operationally feasible, and 28 were not relevant to the use-of-force policy.

Some people think that the CPD engaged in a good-faith effort and entirely considered the group's suggestions. They did make some changes, such as placing a stronger emphasis on de-escalation techniques and prohibiting officers from releasing trained police dogs for crowd dispersal.

Others are convinced that CPD was only putting on a show to give the appearance of working with the community and never intended to change its policies. They say that the Community Working Group's concerns were not adequately addressed, and they are frustrated that the Mayor's office has not pressured the police into changing.
